NGC 28 and NGC 31. Found by John Herschel during his stay at Cape Town in the mid-1830's, the identifications of these two galaxies are unequivocal. This has not prevented PGC from equivocating: it claims that the SGC identifications are wrong. Balderdash and bull feathers!
Unfortunately, ESO missed the galaxies (and NGC 37 as well), so that NGC 28 is not even in ESO. ESO 149-G020 is NGC 31, and ESO 149-G022 is NGC 37. All this is probably why the PGC folks were misled. The PGC error also crept over into RC3; the galaxy identified there as NGC 28 is actually NGC 31.― NGC Notes by Harold Corwin
