IC 2183 is probably a defect on the original plate. Stewart says of it "Nebula like wisp, extends 2 arcmin in dec, 3 stars to north, suspected." The three stars may be there -- it's a rich low-latitude field, so picking out the stars Stewart saw is difficult. However, the plate is a "short" exposure plate (just one hour rather than four), so the stars should be pretty bright on the DSS.
Whatever the case, there is no nebula to the south. And we need to examine the original plate.― IC Notes by Harold Corwin
